WESTERLY, R.I. (WPRI) — Two months after a Westerly town councilor came under fire for making obscene gestures towards a resident at a meeting, the town council admonished the behavior.

A meeting video from June shows Councilor Robert Lombardo making the gestures several times, but he claims he didn't initiate it.

"We fight about things all the time," Lombardo previously told 12 News. "He’s angry we passed a resolution and he flipped me off and I returned the favor."

“I shouldn’t have flipped him off. I was retaliating and I shouldn’t have taken the bait,” he added.

On Monday, residents testified at a town meeting that this most recent incident was not the only time Lombardo displayed bad behavior while public comment was allowed.

"In an email, Robert Lombardo called me delusional," one resident said. "I felt like I was qualified to talk, but I had 12 people in the community see this email, and had my reputation damaged by Councilor Lombardo."

Now, the town council said they established new rules to prevent behavior like this.

"I just think folks on a council of any kind should be held to a higher standard and should not offer disparaging remarks to members of the council or to citizens," another resident said.

Anyone who may feel threatened during or after a meeting is asked to contact the town manager or police.

12 News has reached out to Lombardo again for comment.
